Executor refuses to finalize the estate

The executor of the will refuses to finalize the estate. The will is uncontested and should have taken 6 months but has been going on for over 4 years. The executor lives in the house and pays the taxes from the estate. What are our rights?

Two years from the date the court appointed the executor, you can, if you are an interested person, file an application to compel estate partition and distribution
