International Purchase
I recently used my debit card over the phone to purchase minutes for a rechargeable calling card. I was not notified that it would be a foreign transaction that has resulted in a fee from the credit card company. Are companies obligated to notify a consumer that they are making a foreign transaction? Apparently the company (Western Union) is based in Canada.

This situation sounds a bit odd. If you are concerned enough about paying the fee, my recommendation is to call Western Union and find out why they would charge you from Canada rather than the U.S.
That still does not make sense because I pay bills to companies in Canada and Europe without fees incurred by my bank.
I think you got yourself into one of those calling cards that has a long list of rules for charges that no one seems to understand.
Probably best to avoid this calling card in the future and get on Skype!
