Legal Question in Business Law in Oregon

Oregon health plan-Not sure where to post?

In currently in a dispute with Oregon Health Plan My case worker denied my coverage because He said I dident respond by a certaint date but I have my phone records which show I did and I talked to him for almost 8 minutes!! I dont know what I can do or if I can even sue Oregon health plan... Is this a legal matter and how should I go about fixing it?? Theres also another problem this caused because I was pregnant at the time I lost my benifits I couldent see a doctor with out money so I had to pay outta my pocket when I should of been covered. Very expensive might I add. Thank you!
