My friend started a business (Internet Medical Directory) and wanted to hire me to design the web sites. I offered instead to go in as a partner to save her some money and because I saw that it could be better for both of us financially. She offered 45% partnership to me. I was to be in control of the sites (3 now) and make additions as needed as my contribution to the business. Her contribution was to be mailing and contacting doctors by phone. No contract were signed, she changed her mind twice. Then she said I was a 50/50 partner, now she has changed her mind again. What are my options??

Get an agreement with her in writing. If you cannot do that, I suggest not working with her.
