salary/commissions withheld
Can a canadian company legally with hold from it's american sales manager his salary and commissions for an expense report being turned in late?

It does not matter whether the company is "Canadian." If you have not been paid what the company owes you for work, then file a complaint with the Oregon Department of Labor. Here is the form:
