"Termination of contracts"
Two annual service contracts were signed in November of 1997, these contracts were to be in effect for the calender year of 1998. In December of 1997 I was handed a memo stating that as of March 31,1998, the contracts would not be honored. The company that terminated the contracts said I could submit a new bid, for lower amounts for the service.

Your desrciption of the facts does not provide enough information to give a complete answer. One would have to review the contracts and events surrounding the contract to determine if it is a valid contract. Assuming the contract is valid, it may contain provisions regarding termination. Those types of termination provisions are common in contracts and are often valid and enforceable.
