Legal Question in Business Law in Oregon
I am working a job where a mother is an administrator of a business and the daughter works there as well. She just recently quit for duration of this term of college and I assume will come back after the term, when summer comes around. I am worried that when this happens I will lose hours to her because of the family connection. Are there any laws preventing this from happening? I keep my pay statements so I will be able to prove my hours declined too.

Favoring one's relatives ("nepotism") in private employment is not illegal in Oregon.
It is illegal for a private employer to discriminate on the basis of race, national origin, religion, and sex. Hiring mainly family members might constitute discrimination on the basis of race, national origin, or religion (assuming that the family members share the same religion).
Some companies have written policies against nepotism. You should check to see if your company has such a policy. If so, you can report this situation to the administrator's supervisor, if one exists.
