Legal Question in Civil Rights Law in Oregon
The city charges a $20.00 penalty for late fees. They changed this from $5.00 (when I signed my contract for services). They are robbing hundreds of people every month. What can we do?

I assume you mean a late fee on your water and sewer bill. You can go to the City Council and complain. As a government entity, consumer protection laws regarding late fees, etc., do not apply to the Portland Water Bureau or any other government provider of utilities.
