Legal Question in Civil Rights Law in Oregon
My father voluntarily went to the police station. Detective said once he got to the station "I do wanna ask you some questions. You must understand your rights. You have four rights. The first one: you have the right to remain silent. Do you know what that means?
If my father says no but the interview is non-custodial, do the detectives have the tight to go on?

Yes. Your father could get up and leave any time.
