Time limitations on filing a sexual harassment complaint against an employer and

I was sexually harassed approx. 380 days ago by a manager at my work place. I informed the owner of the situation and he made some excuses for the manager. I quit my job and the manager remained at the restaurant. It has come to my attention that this has continued to occur to other women in recent months. It reminded me that I hadn't come to peace with the situation and now I fear it may be to late to do anything about it. What would be an effective way of filing a complaint against this individual and influencing the owner to take responsibility for his employees well being?

Contact the Equal Employment Opportunity Commission [EEOC] and get their advice concerning sexual harrassment in the workplace.
