Is underage cybersex legal across countries with different laws?

Im just wondering say there is a 19 or 18 year old man in the united kingdom who wishes to Cyber sex with a 16 year old guy in Oregon where the law states you have to be 18, legally in the UK where the 19 year old is he is legal as the law states 16 years old but in his state it is not legal. I am confused as to which laws are in effect in that situation.
