Is county law subject to state laws? Concerning land use and automobiles.

County laws must be consistent with state laws. If there is a conflict, state law prevails.

There is a caveat here because state laws must yield to federal laws. A state law that conflicts with a federal law cannot be enforced, so in that (unusual) situation the conflicting county law would survive -- unless, of course, it was also inconsistent with the federal law.
