Legal Question in Constitutional Law in Oregon

Legallity of Declaration of Independence

Please help legal standing of the Declaration of Independence. Since prior to the constitution of the united States it should be outside of the governership of that document. However, does it's scope still encompass the citizens of the Republic and if so, does it have any standing in the common law?
