Leaking carport, contractor now uninsured
This past summer, my mom had a new roof put on her house and carport. The cost went over the original estimate by 40%. Now the carport roof leaks and the contractor let his insurance lapse, so he is no longer bonded or insured. Who is responsible for fixing the roof?

There are several things to consider when examining the insurance liability of the contractor, among them, was he insured and bonded at the time the job was started, substantially completed, completed and when the problems were discovered.
