Legal Question in Consumer Law in Oregon

My fiancee and I put down a deposit on a place to hold our reception. The place said they would send us a contract but never did. A month later we canceled our reservation and they are holding $500 as a non refundable fee. They said it is their policy but is that legal to do even though we never signed a contract to that effect and never acknowledged it in writing?

You can file a claim against them in small claims court. You will state that you did not agree to pay a non-refundable deposit. They will have to send someone to state that you did agree to that. There is a good chance they will not even show up in court. If they do, it will be your word against theirs. You will probably win.
