Legal Question in Consumer Law in Oregon
I was just at a Convenance Store in Eugene Oregon. I asked the Clerk for change from a $20.00 bill, The Clerk said "No", I when asked If I may buy something, The Clerk then said "yes", So I went and got a bag of potato chips But then I got back to the counter the "Clerk" then said "Sorry I am going to keep the "Change" for my "Regular" customers".. So I left the bag of chips and came home...what should I do??

You almost certainly have no legal recourse. I would go back to the store during normal working hours on a weekday and ask to speak to the manager and tell her what happened.
