Can i return a used car after signing the paper work once I've discovered that it did not operate to my expectations with in a week?

Probably not. It was probably sold to you "as is" and with waiver of all implied warranties. You could sue the dealership for fraud, if you can prove you were given and relied upon information that the dealership knew at the time was false. How can you prove that? Very difficult.
