Can an RV Storage business charge an overlap for the same space to two different customers?

Example: Customer #1 has rented for several years and gives a termination date of the 15th of June but the business will not prorate portion months... must pay for full month of June.

Customer #2 begins renting the 16th of June but pays a full month for the same space as customer #1.

Isn't that double dipping?
