What are the liabilites for attempting to collect a debt at a debtors workplace? Debt was mentioned to employees or coworkers.

Statutory violations carry penalties but you have to document the violation.

Google Federal Fair Debt Collections Pracices Act - you will find a guy in Pennsylvania who has a very excellent website devoted to the issues around debt collection such as information going to third parties, which is not allowed.
