Legal Question in Criminal Law in Oregon

My boyfriend's evidence was destroyed by the same cop who took it. It was not used in court to help prove his innocense. Is there anything he he can do. He's been in for 13 years for a rape he didn't do and he still has 12 years left. We need some help to find out what can be done. Thanks
