Failure to appear
I have a warrent in Oregon, I live now in Texas. How do I request a judge to lower a shoplifting charge that I did not appear on to a misdimenor and make an agreement to pay the fine, and have the warrent removed?

You should try to retain a lawyer in Oregon before you turn yourself in. If you turn yourself in to the jail, it is more likely that you will appear in court in the future. That should influence the court to allow recognizance or low cash bail. You should expect to be charged with intentional failure to appear. Many prosecutors will not even discuss a case like yours with your lawyer until you turn yourself in. You will need a lawyer to negotiate for you or else you will put yourself in the position of making incriminating statements so you should not speak with anyone about your case except a lawyer who will represent you.
