Statue of limitations

1992 I RECEIVED A DUII. Oregon DMV will not issue me alicense until I show proof of completion of a diversion program. Records of diversion are deleted every 7 years so cannot prove I completed a program in 1992-1993.Is there a statue of limitations on a suspended license?

I believe you have to show completion of the alcohol treatment program you went through, not the completion of a diversion program.
