Is there a law against bullying the elderly , my husband is 69 and our neighbors have been bullying us for a long time trying to get us to move. They have direct knowledge that he had a cardiac arrest last Sept. and is quite ill, and also know that stress could kill him at any time.

Elder abuse laws typically address acts committed by those having a specific relationship wth the elderly person. If the only relationship is that of a neighbor, elder laws would not likely apply. However, depending on what exactly is happening, you may have a claim for intentional infliction of emotional distress, private nuisance, or some other tort.
