Yes. ORS Title 13, Chapters 124 and 125 deal with Abuse Prevention and Reporting; Civil Action for Abuse; and Protective Proceedings. See also the federal Elder Justice Act of 2009 which was enacted in March 2010 as part of the Patient Protection and Affordable Care Act (H.R. 3590; P.L. 111-148).
