offensive littering (not guilty)

if I plead not guilty to offensive littering even though I can't prove I didn't do it and they can't prove that I did it can I still be charged with it without any evidence?

Sounds like you've already been charged with it. Evidence comes in all shapes and sizes, and "proof" doesn't have to be that a police officer saw you do it. Facts can be inferred.

If you want to take your chances, you might want local counsel to make sure you're protected in the event it's more serious than it appears.
