14 day advance notice
written notice must be postmarked at least 14 days in advance of the day intended to exercise the weekend parenting time? So does the postmark day count as the first day? or, if I want the 15th to be the date of pick-up, what date does my postmark need too be?

The postmark must be "at least" 14 days in advance of the day intended to be the first day of the parenting time.
"At least" 14 days in advance is the same as saying "not less than" 14 days in advance.
Also, under Oregon law (OCRP 10 A), "the day of the act or event from which the designated period of time begins to run shall not be included."
In sum, if the day of the postmark is March 1st, 14 days thereafter would be March 15 (since the day of the act or event from which the designated period of time begins to run is not included).
So if you want the first day of the parenting time to be March 15, the postmark date much be NO LATER THAN March 1 (and may be earlier if you want).
Always a good idea to give it a few extra days, just to be on the safe side and avoid arguments.
