Legal Question in Family Law in Oregon

i have a 10 month old son and his "father" said he wants to sign over his parental rights. His name is not on the birth certificate (or any other documents). He has only seen his son a few times when we go to visit him. its obvious that he doesn't want to support his child and quite frankly i don't need his help. how do you go about doing this?

He has no legal rights. So there is nothing for him to sign over. So far as the law is concerned, the child has only one parent: YOU.
