can an attorney send supoenas via certified mail instead of hand delivery? also what happens if the person supoened does not show up to court?

Under certain circumstances service via certified mail is acceptable service pursuant to the Oregon Rules of Civil Procedure. Additionally, under certain circumstances, when a witness disobeys a subpoena they may be punished by contempt of court. These are fact specific questions.
