My ex boyfriend is the biological father of my two year old twins. He has only paid sporatic child support and has never spent time with the children. My husband is the only real daddy they have ever known. If something were to happen to me, is there a way I can ensure my husband retains custody of the kids instead of them being sent to my ex?

YES...... your husband (who is the only real daddy the twins have ever known) should ADOPT the children and thus make him their legal father (since he is already their father in every other way except biologically). It would certainly be the best interests of the children to have this done. It is known as a step-parent adoption. And it will completely eliminate biological father from the picture.
