child custody/ parental interference

My wife's ex husband and his wife came to another state and got my wife's daughter and made my wife sign a notarized paper stating that she had to move within 100 miles of them to get her daughter back. My wife doesn't want to move and has full legal custody of her daughter can we just go get her and bring her home? We live in Utah they are in Oregon.

Probably. Unless there is a change in the court order by a new court order, the former order is valid. This is particularly true if one party was intimidated into signing an agreement. However, Oregon law may make a difference. Take the court order with you to get the daughter.
