Contempt of divorce settlement

My ex-husband was ordered to pay all of his taxes owed pertaining to a business that he owned and failed to do so,therefore, the government agencies has and did attatch my wages and all my refunds and my home. I have filed contempt papers in court have had him served but he failed to appear and I had him reserved. What are my chances of recovering my monies that were taken from me? I presently don't have resources to retain an attorney, can I do this myself?
