Custody leaving state

My sister lives in Oregon and she is living with her boyfriend and their 3 month old son. She wants to break up with him and move to Arkansas with her family; can she do this legally?

YES, she can do this legally. No need for permission from him. No need to even tell him in advance of doing it.
