Fining a Homeowner of Adult Children Actions

I am on the Board of Directors of a private living community whose homeowners are required to pay dues. This is not a retirement community and all homeowners live in private residences. We recently enforced a policy regarding speeding on our private roads by fining several individuals who broke the speed laws on our roads.(The fine was$94) One individual cited and fined is the daughter of one of our residents. She is not a permanant resident of our community but does live here in the summer while attending college. She is of adult age (20, I believe). She has since moved out of the house and gone back to college and has decided not to pay the ticket. I have two questions:

(1)Can we as a Board of Directors levy the fine against her father (since he lives in the community and is a member of our homeowners association) if she does not pay it?...and

(2) Can we put a lien against his property if he refuses to pay?

QUESTION:

ANSWER: No.

QUESTION:

(2) Can we put a lien against his property if he refuses to pay?

ANSWER: No.
