If they Garnish my wages at $144.00 every two weeks. are they allowed to keep my tax return also for unpaid child support?

ANSWER:
Yes. If you owe past due child support the creditor is not limited to using only one collection remedy at a time.
PS: Best way to avoid the tax refund intercept problem is to adjust your withholding so that you either break even with the IRS or end up owing some additional taxes at the end of the year, but avoding a situation where the IRS owes you a refund. If you do not overpay your taxes, there will be no refund. And if there is no refund, there can no intercept.
Further advice: Get caught up and the remain current on the child support obligation. Lot of problems will be avoided by doing so.
