Guardianship of niece

My niece has been in touch with me for about 6months on and off, telling me about my sister who is an alcoholic. She is never home and my niece is crying out for help. She wants to come and live with me and her mom is saying no. My sister feels threatened and doesn't want to let her go. My niece is 16 years old and is very upset and calls me often over her mom's problem. I want to help because my niece is a very sweet girl with great potential and I can't just let her cry for help and not do anything. What can I do to gain temporary custody of her right now. I live in California and my niece is in Oregon? Thank you

Since your niece lives in Oregon that is the law that would apply. Oregon may have statutory provisions that would help her. Resubmit your question to an Oregon attoreny. Or contact child protective services in Oregon and report the conditions.
