Yes, it is legal in the state of Oregon for the parent to withhold the birth certificate and social security card from the child when they turn 18.

Of course, upon attaining age 18 and being legally an adult, the person can then contact the Oregon Center for Health Statistics (the agency that maintains birth records) and obtain a copy of the person's birth certificate. As for the Social Security card, the person should apply to the Social Security Administration for a replacement card. For more information, call Social Security toll-free at 1-800-772-1213, Monday through Friday between 7 a.m. and 7 p.m. .
