how do i keep my ex from letting my child be molested?

my daughter was being molested in her mothers house, she defends the petifyl.the police in my state have enough info to convict, the police in her state recieved the same and do nothing with it. my ex is fighting custody by lack of jurisdiction-the home state is OR. i filed in CA. i cant allow her to be sodomized, raped and molested again! what can i do to bypass the jurisdiction?
