Can I meet my brother

My half-brother is 14 years old, I am 17, but we have never met outside of me finally finding him on Facebook.

His mother is a lawyer and is against us meeting, and my father gave up his rights long ago.

My question is; are we allowed to meet regardless of what she says? Or could I get in legal troubles even though he wants to meet me?

Essentially at what point can he meet me without needing his mother's permission? Do him and I have to wait until he is 18 or is there any other option?

Yes, you can meet your half-brother, so long as he is will to meet you. And no, you would not be in any legal trouble by simply meeting.
