Legal Question in Family Law in Oregon

The mother of a 2 month old baby took her out of state without the fathers consent and started adoption process also without the fathers consent and the father has been fighting for custody and the baby the whole time. Baby is now 5 months old and in the care of an adoptive family, because the mother relinquished her parental rights
