What are my options for a deadbeat dad?

I have full physical and legal custody of my child, the father doesn't pay support, isn't reliable and recently joined the army. He doesn't call the child and I have tried a private agency to collect the arrears with no success yet. I approached him about signing away his rights but he's not interested in that. What can I do to protect my child? When he does call it only makes thing worse. He literally goes for months without calling or having contact. I really just want him to go away and leave us alone. What can I do?

Except in connection with the child be adopted by some other man (so that existing father is replaced with a new father), the law makes no provision of voluntarily relinquishing one's parental rights.

I do not like being the bearer of bad news, but given the facts you are presenting, there is nothing else I can offer.
