what does this mean? If either party fails to comply with the terms of this stipulated general judgement and any furture judgements,or further court proceeding are nesscessary the prevailing party in such action or proceeding shall recover from the other party, in addition top costs and disbursements, such additional sums as the court may adjudge reasonable for attorney fees,both in trial and appellate courts.

It means that if the first party does not comply with the judgment, and the other party goes to court in order to force the first party to comply with the judgment, and that other party wins, then the first party is liable to pay the other party's reasonable attorney fees in an amount determined by the court.
