Qdro

The QDRO was supposed to be completed in thirty days. One year later it is not. Can I divide my assets because the court order was not followed?

Much depends on whether your pension/retirement interest was to be shared with your spouse, or whether it was your spouse's pension/retirement interest that was supposed to be shared with you.
