If a separated Oregon dad lives a life which is not in the best interests of his visiting child -- not illegal, but one undeniably catering much less to its needs -- is there ANY way for him to voluntarily give up ALL visitation rights and just pay more in child support?

Yes, of course. He voluntarily gives up visitation rights by simply not exercising those rights. And that takes care of that. And if he wants to voluntarily pay more in child support, he can do that too by simply paying more than the court-ordered amount. No need for any court involvement.
