Legal Question in Family Law in Oregon

my stepdaughter wants to live with me.she will be 18 in may.now she is some kind of home and going to be moved Tuesday to another.Her dad doesn't want her back,He would rather send her to foster care or wherever.Her real mother has had nothing to do with her since she was 2,except for a few phone calls.She is not a bad girl but miserable at home.She has had alot of mental abuse and says she is afraid to be around her dad because he threatend her.I know in the law that I am conceterd nothing to her but I feel like I am all she has,plus I have her sister with me which I am her real mom.I just don't understand why I can't help her other than being shipped from place to place.I asked her dad but he will not even let me try.I thought for being divorced parents we allways tried yo work on things together.But this concerns his wife now and he will not listen to his children and how she treats them and this has been going on for years.If there is anything I can do or any law that can help me I would appreciate it. Your stepdaughter will be 18 in May? Well, she will then be an adult and will no longer be subject to custody determinations made by others. At age 18, she can decide for herself where and with whom she will live. And if she wants to live with you that will be perfectly fine, and not subject to anybody else saying no.
