Stepmom rights?

Dad has custody but is working out of state. Child is staying with stepmom for an undetermined amount of time. At what point can bio-mom request that the child live with one bio-parent or the other?

At the point where the presently-existing custodial parent is no long fit to maintain custody and the child. Generally, allowing a stepparent to take care of the child when the custodial parent is away from the home is perfectly acceptable and responsibile.
