Legal Question in Family Law in Oregon

have temporary custody - custodial grandparent died

I currently have temporary custody of my 8 year old neice. My father had full custody of her because my sister is a drug addict and neglected her. He was signing over custody to me because he could no longer handle her (she has many issues from prior abuse) Before we could complete the steps of signing over full custody, he died in an accident. I have a signed paper stating that I have temporary custody, but I'm worried my sister may try to come back and take my neice. What can I legally do to prevent this? Now that he's gone, how do I get full custody of her? Thank you for any advice you may be able to provide!
