Hi;

Is there a limit to the number of civil suits one can file against a person (ex-brother-in-law keeps filing frivilous suits against my sister)

No, but someone who files a frivolous suit is subject to a variety of penalties. First, you can hire a lawyer to defend the suits and then get the court to require the frivolous suit filer to pay your attorney's fees. Second, you can have your lawyer file an "abuse of civil process" lawsuit against the frivolous suit filer and ask for an award of money to at least cover your cost of responding to the frivolous suits.
