can my husband now put a no contact order on my ex husband because he doesn't want me to talk to him or my daughter.. he says that it will have my name on it. without my concent.

Short answer is, No. It sounds like you need to negotiate some ground rules with your current husband regarding the times and ways in which you will have contact with your ex-husband. You can negotiate this on your own or get professional assistance from a marriage counselor or other therapist. Do this now before it becomes a bigger problem.
