Judgement relief

What does the statement....''but without an opion, denied all relief''...mean?...does that mean without a citation?

I assume you mean "without an opinion."

It means that the court did not write an opinion giving reasons for its decision. Thus, the court did not write down any reasoning or any "citations" to other opinions to support its decision.

The case still has a docket number.
