Legal Question in Immigration Law in Oregon

fiancee and marriage visa for female from Belarus

I understand that their are various requirements by the U.S. Federal Govt. to an American individual who wishes to engage, marry, and get a residence visa for a foreign national. There are two requirements that I am concerned with: 1) A Criminal and Civil Backgroud Check in each state of residence & 2)Show proof that the American Citizen will be able to financially support the prospective Foreign National Fiancee/Spouse. I have three temporary restraining orders spanning two states between 3 & 10yrs ago (all never went permanent). Trespasssing @ Disneyland-89', DUI-93', and I am employed 1099 but have not yet filed my 05' & 04' taxes even though bank statements and 1099 statements can show my income. Can I get around these potential issues?
